Hey, Bill was as "washed out" as an FBI as Ralph was as "washed out" as a teacher! That's not true for EITHER of our heroes!

I think the author has a point - Bill does seem to be almost washed out a few times in season one - such as the lie detector test. And - again my opinion - if he was an almost washed out agent when he first met Ralph (which I don't think he was), it shows how much Bill grew through the series to become an excellent agent thanks to his and Ralph (thanks to the suit's) work. In a way, it's just like Ralph - Special Ed was a place where teachers washed out at Whitney, based on the pilot - either demanded a transfer or dropped out. Ralph overcame that and became a better teacher overall (third season aside when it looked like the producers were trying to phase out the school teacher thing and possibly have him do something else).
