I have always enjoyed the episode MY HEROES HAVE ALWAYS BEEN COWBOYS because I feel like we get a good feeling of convergence between Jack Ging's character and Ralph's dilemma. I think the resolution is well done and it's an episode like this where it's easy to see why Ralph was chosen. Between his fear of hurting someone or letting others get hurt, he decided that the suit was too important.
I have to wonder about the writing on this one. What would have happened if no LONE RANGER was still alive? Would SJC have written this episode? Would they have tried to find someone else to stand in and play it? Do you think John Hart enjoyed wearing the mask again?
Also, why was he at the shopping mall all the time?

At the time Cannell had two rangers to choose from. They originally went to Clayton Moore who turned them down. In his biography he said "I will only portray The Lone Ranger in a show or film about The Lone Ranger. Anything else, I'm not interested"
It was a good bit in the episode, and John Hart was very good. While I always enjoyed both actors as The Lone Ranger, I suspect Moore MIGHT have refused because of his ongoing battle with Jack Wrather who owned The Lone Ranger copyright, and in 1978 legally stopped Moore from appearing as The Lone Ranger. That was still ongoing in 1981, and it wasn't resolved until 1984 when Wrather dropped the case shortly before he died.
Since Wrather had no action against John Hart, I'm sure there was no problem in granting permission for him to appear in costume on the show. I highly doubt if Wrather would have allowed Moore to appear in costume in 1981.
Hart was at the mall again because he was doing scheduled shows over a period of days.

I didn't know that about the Lone Ranger franchise. Interesting stuff! I'm glad I asked. It just seems odd. Was that a thing in the 80s? Old TV stars went to malls and did appearances like that?

Yeah, not just old TV stars, sometimes current TV stars. I remember that during the 70's and 80's. That's exactly what Jack Wrather bought the lawsuit again Clayton Moore over, him appearing as The Lone Ranger at stores or events. Sometimes it was TV stars or sometimes it was just costumed characters (Batman, Spider-Man, Planet of The Apes, etc) Heck a local theater hired me in 1983 to appear as Darth Vader when Return Of The Jedi came out. I've done it several times for different characters, I just wasn't "official"
Not always malls, sometimes it was specific stores or events that had the stars appear.

My Heroes Have Always Been Cowboys is certainly one of my favorite episodes. It's one of the most memorable ones---for me, anyway.

I have always enjoyed it too. On this rewatching, I think it has actually climbed in the rankings.
